"The United States Constitution and Foreign Policy"

The war in Iran demonstrates how far the United States has come from any semblance of enforcing checks and balances as to war powers. The Constitution requires two branches of government to be involved, Congress and the president. Early in American history, the Supreme Court also decided cases involving war powers. Today, any court challenge to the president’s waging war without approval surely would be dismissed as a “political question.” Meanwhile, every president since Harry Truman has authorized the use of military force overseas without declarations of war by Congress. Richard Kezirian will discuss the historical evolution of this story as well as highlighting aspects of constitutional history relevant today.

Richard Kezirian is professor emeritus from Monterey Peninsula College (MPC). Currently, he is professor at the Panetta Institute. He is the recipient of the 2014 MPC President’s Award for his community service and commitment to education for all. Dr. Kezirian is author of American History: Major Controversies Reviewed, which has been used as a textbook at several American colleges and universities. He earned his Ph.D. in history from the University of California, Santa Barbara.
